A quote should explain how the actual plan treats administrators and whether their access forms part of the counted commercial units.

Avoid arithmetic by assumption

Do not add every role together unless the offer defines them as separately chargeable. Equally, do not assume administrative access is unlimited or free. A precise scope helps the organisation budget and assign responsibilities without discovering later that the intended governance structure was never included.
